The World Organization for Security, Anti-Corruption, and Crime (OMSAC) expresses its strongest opposition to the unilateral initiative of the Prime Minister of Libya’s Government of National Unity (GNU), Mr. Abdul Hamid Muhammad Al-Dubiba, aiming to host between 100,000 and 200,000 Palestinian refugees from Gaza on Libyan soil.

An Illegitimate and Irresponsible Decision

This decision, taken without prior consultation or popular legitimacy, constitutes a flagrant violation of Libya’s national sovereignty and poses a serious threat to regional stability. Only the Libyan people, through legitimate democratic institutions, have the authority to make decisions of such magnitude.

Mr. Al-Dubiba’s initiative lacks any legitimate mandate, especially as Libya navigates a critical period marked by severe political and security tensions. Making such a decision without consulting the citizens or their legitimate representatives risks further deepening internal divisions.

Geopolitical and Humanitarian Consequences

Increased Risk of Instability in Libya

Libya is already struggling with major challenges due to political instability and conflicts between various factions. Hosting such a large number of refugees could fuel internal tensions and further exacerbate the ongoing humanitarian and security crisis.

A Threat to Regional Security

This decision, taken without coordination with neighboring countries or the international community, increases the risk of destabilizing the entire region. Bordering nations, already under pressure due to tensions surrounding the Palestinian issue, must be involved in any sustainable solution.

A Violation of the Libyan People’s Rights

Mr. Al-Dubiba lacks any legitimacy to make such a decision. This is not merely a humanitarian matter but also a sovereignty issue—a non-elected government cannot commit to such actions without the people’s mandate. Only a democratically elected government can take decisions of this magnitude.

A Call to the International Community

Given the gravity of this situation, OMSAC calls on:✅ The Libyan people: To demand the restoration of their democratic rights and reject any decision made outside the legal and institutional framework of the country.✅ The United Nations and international organizations: To condemn this initiative and support efforts to establish a legitimate and representative government in Libya.✅ Directly concerned parties (Palestinians, Libya’s neighboring countries, and influential regional powers): To reject any unilaterally imposed solution without consensus and proper consultation with the affected populations.

Conclusion

OMSAC strongly condemns this unacceptable political maneuver, which serves neither the interests of the Libyan people nor those of the Palestinian refugees. The international community must take a firm stance against this initiative, ensuring regional stability and upholding the right of people to self-determination.

The time has come for the Libyan people to reclaim control over their own future, choose their leaders through democratic elections, and put an end to unilateral and illegitimate decisions made by authorities without popular legitimacy.
